The bill modifies provisions related to payphone compensation to apply to all communications services used by inmates, and expands the definition of "advanced communications services" to include any audio or video communications service used by inmates to communicate with individuals outside the facility. The bill requires the FCC to promulgate regulations to implement these changes within 18-24 months, and allows the FCC to consider industry-wide average costs and differences in costs for small, medium, or large facilities in determining just and reasonable rates.
