This bill proposes to amend the New York State Constitution to allow the state to convey approximately 6 acres of land, including the Debar Pond Lodge and associated buildings, to the Debar Pond Institute, Inc., a non-profit organization, in order to facilitate the preservation of these historic buildings. In exchange, the Debar Pond Institute, Inc. would convey to the state for incorporation into the forest preserve not less than 400 acres of land located within the Adirondack Park, provided that the legislature determines the lands to be received by the state are at least equal in value to the lands and buildings conveyed by the state, the lands and buildings conveyed by the state will be reasonably available for public use and visits, and the natural and historic character of the lands and buildings will be secured by a conservation easement held by the state.
