This bill requires the Commissioner of Education to prepare a report on the learning loss experienced by students with developmental disabilities during the COVID-19 public health emergency. The report will focus on the increased use of virtual instruction, programs, and services for these students and the impact on their academic outcomes. The commissioner will collect and review various data, including psychoeducational evaluations, compensatory education services, attendance and participation rates, and feedback from parents, to compare the current skill levels of students with their pre-pandemic levels. The commissioner must submit the report with findings and recommendations to the Governor and the Legislature within 180 days of the bill's effective date.
