This bill: - Authorizes a pilot program for the Secretary of Agriculture to select and implement up to 20 landscape-scale forest restoration projects on National Forest System land and adjacent lands. The projects must meet ecological standards, use collaborative planning, and apply efficient approaches to environmental analysis. - Establishes a pilot program allowing the Secretary to enter into conservation finance agreements to leverage non-federal investment in landscape-scale forest restoration, use of prescribed fire, and economic utilization of restoration byproducts. - Directs the Secretary to establish a program to improve the energy resilience and power needs of critical facilities through the use of microgrids, renewable energy, and energy efficiency. - Amends existing weatherization programs to allow for the use of fire-resistant building materials and incorporation of wildfire and drought prevention and mitigation planning. - Establishes centers to train individuals in prescribed fire methods and other wildfire risk mitigation techniques, as well as conduct related research. - Creates a grant program to assist in the development of innovative workforce training and public education related to careers in forestry and fire management. - Establishes a grant program to support increasing community capacity and partnerships for land stewardship activities and restoration on National Forest System lands and adjacent areas.
