This bill amends Title 49 of the United States Code to establish a Center of Excellence to advance rail research and development. The Center will conduct basic and applied research, evaluation, education, workforce development, and training efforts related to the safety, efficiency, reliability, resiliency, and sustainability of commuter rail, intercity high-speed rail, and freight rail transportation. The Secretary of Transportation will select an institution of higher education or a consortium to host and maintain the Center, with preference given to applicants with strong past performance in rail research, education, and workforce development. The federal share of the grant to establish and operate the Center will not exceed 50% of the costs. The bill authorizes $7.5 million for fiscal year 2022 and such sums as necessary for fiscal years 2023 through 2026 for the grant.
