This bill establishes the Educational Equity Challenge Grant program, to be administered by the Department of Education. The program will award grants to eligible entities, such as local educational agencies, state educational agencies, and partnerships between various organizations, to adopt and implement evidence-based activities or design and implement field- and educator-initiated proposals to address academic, social-emotional, mental, behavioral, and physical health needs associated with the COVID-19 pandemic. The bill outlines specific funding allocation requirements, including reserving funds for rural areas and schools serving low-income students, as well as requirements for grant applications and reporting. The bill authorizes $15 billion annually for fiscal years 2021 through 2023, $10 billion annually for fiscal years 2024 through 2027, and $5 billion annually for fiscal years 2028 through 2030 to carry out the program.
