Bill Summary

This bill permits a cosmetology and hairstyling student with at least 60 hours of course instruction in cosmetology and hairstyling to receive a student permit to shampoo hair. Presently, in order to obtain a student permit to practice cosmetology and hairstyling, beauty culture, barbering, manicuring or skin care, as appropriate based on the course of instruction in which the student is enrolled, an applicant is required to be a senior student with at least 600 hours of course instruction. Under this bill, a junior student in a course of instruction in cosmetology and hairstyling would be eligible to obtain a student permit to shampoo and rinse hair if the student submits to the Board of Cosmetology and Hairstyling satisfactory evidence that the student has completed at least 60 hours of relevant course instruction, and does not have a communicable, contagious or infectious disease which could reasonably be expected to be transmitted during the course of rendering shampoo and hair rinsing services.
