This Resolution establishes budget allocations for the Committee on Appropriations for fiscal year 2022, setting a limit of $1,506,027,000,000 for new discretionary budget authority and its associated outlays, and also addresses mandatory budget authority. It allows the Chair of the Committee on the Budget to adjust these allocations based on updates from the Congressional Budget Office, and generally excludes adjustments for discretionary spending limits from the Balanced Budget and Emergency Deficit Control Act of 1985. The Resolution also outlines specific provisions for handling emergency requirements, and allows for adjustments to allocations for disaster relief, wildfire suppression, Internal Revenue Service tax enforcement, healthcare fraud and abuse control, and continuing disability reviews and redeterminations, with defined limits and criteria for each. Furthermore, it clarifies that references to allocations in a previous Senate concurrent resolution will be treated as references to the allocations established by this resolution in the House of Representatives, and it prohibits advance appropriations, which are funds provided in one fiscal year that become available in a future fiscal year, with specific exceptions for certain accounts identified for fiscal years 2023 and 2024, and for veterans' accounts. The provisions of this Resolution will expire once a concurrent budget resolution for fiscal year 2022 is adopted by both the House and the Senate.
