This bill establishes a comprehensive health plan expenditure authority fund to pay for administrative and program costs associated with providing medical, dental, and behavioral health services. It also requires the Department of Insurance to annually report on the medical loss ratios of dental insurers. The bill further provides that employers must provide reasonable accommodations for employees who have sincerely held religious beliefs that prevent them from receiving the COVID-19 vaccination, unless the accommodation would pose an undue hardship. The bill makes various other changes related to the Department of Health Services' powers and duties, the Board of Examiners of Nursing Care Institution Administrators and Assisted Living Facility Managers, community developmental disability services, group homes, sexual violence services, the newborn screening program, COVID-19 vaccine passport prohibitions, and long-term care ombudsman duties. It also includes provisions related to ALTCS county contributions, AHCCCS disproportionate share payments and county acute care contributions for fiscal year 2021-2022.
