This bill, the Golden Visa Accountability Act, would require the Secretary of State to establish an investor visa denials database. This database would initially include records related to United States investor visa denials, with the goal of coordinating with foreign states to prevent the abuse of investor visas by foreign corrupt officials or criminals, ensure that the proceeds of corruption are not used to purchase an investor visa, and counter the tendency of foreign corrupt officials and criminals to "shop" for an investor visa. The bill also allows for the expansion of the database to include foreign investor visa denials, with priority given to the European Union and Five Eyes countries. Foreign states can apply for access to and inclusion in the database, which the Secretary of State may grant if the state is honest and forthcoming with records regarding its foreign investor visa denials and if the foreign investor visa program is at risk of abuse by foreign corrupt officials.
