This bill, the Civilian Reservist Emergency Workforce Act of 2021 or CREW Act, amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide certain employment rights to reservists of the Federal Emergency Management Agency (FEMA) who are called to service or training. Specifically, the bill extends the protections, rights, and benefits of the Uniformed Services Employment and Reemployment Rights Act (USERRA) to these FEMA reservists, and it also allows the FEMA Administrator to determine that the necessity of their service precludes them from providing notice of absence from their regular employment, which is normally required under USERRA. The bill also modifies the exception for members of the uniformed services to provide notice to their employers to obtain certain employment and reemployment rights, allowing the FEMA Administrator and the Secretary of Health and Human Services to make such determinations for FEMA reservists and National Disaster Medical System appointees, respectively.
