This bill orders the Joint Committee on Racial Equity, Civil Rights, and Inclusion to conduct an investigation and study of diversity and inclusion in the construction industry. The study will examine topics such as diversity and inclusion standards in hiring and public construction contract awards, obstacles faced by minority and women-owned contractors, the use of diversity and inclusion compliance standards, employment opportunities for racial and ethnic minorities, women, and veterans, participation in apprenticeship programs, the use and efficacy of project labor agreements and accountability measures, and geographic challenges to diversity and inclusion in the construction industry. The committee is required to report the results of the investigation and study, along with any recommendations and draft legislation, by December 31, 2021.
