This bill, titled the "Reducing Barriers for Military Voters Act," directs the Presidential designee under the Uniformed and Overseas Citizens Absentee Voting Act to develop and implement a plan to provide end-to-end electronic voting services for absent uniformed services voters who are deployed or mobilized to locations with limited or immature postal service. The plan must include methods to ensure voters can verify their ballots are received and tabulated correctly, as well as generate a verifiable and auditable vote trail for recounts or audits. The designee must consult with state and local election officials and may use contractors to implement the plan, which must be submitted to Congress within a year. The plan will be implemented for a trial group of voters in participating states for the 2024 federal elections, and for all such voters in participating states for the 2026 and subsequent federal elections.
