This bill, the Improving Veterans Access to Congressional Services Act of 2021, directs the Secretary of Veterans Affairs (VA) to allow Members of Congress to use VA facilities for the purpose of meeting with their constituents. The bill requires the VA Secretary and the Administrator of General Services to identify available spaces in VA facilities for this purpose. It also directs the VA Secretary to prescribe regulations for the use of these spaces, including requirements that the spaces be available during normal business hours, located in visible and accessible areas, and subject to a rent rate similar to that charged by the General Services Administration for office space in the area. The regulations must also prohibit certain activities, such as campaigning or photography without consent, and cannot unreasonably restrict the use of VA facilities by Members of Congress if space is available and would not impede VA operations.
