This bill, the Medicaid Dental Benefit Act, aims to improve coverage of adult oral health care under the Medicaid program. It does this by: 1. Requiring mandatory coverage of dental and oral health services for adults enrolled in Medicaid, defining what those services entail (such as routine preventive care, basic and major dental services, emergency care, and treatment for TMD and orofacial pain). 2. Providing an enhanced Federal Medical Assistance Percentage (FMAP) for Medicaid expenditures on adult dental and oral health services, starting at 100% for the first 3 years and gradually decreasing to 80% over 7 years. 3. Requiring the development of a core set of adult oral health quality and equity measures, and for states to report annually on their specific measures and quality/equity of oral health care for Medicaid enrollees. 4. Directing the Medicaid and CHIP Payment and Access Commission to report to Congress on issues related to adult oral health access and coverage. 5. Requiring the Secretary to develop a program to provide outreach, education, and assistance to connect Medicaid enrollees to oral health care.
