This bill, the Small Business Development Center Cyber Training Act of 2021, amends the Small Business Act to require cyber certification for small business development center (SBDC) counselors. The key provisions include: 1) Defining "cyber strategy" as resources and tactics to assist in planning for cybersecurity and defending against cyber risks and attacks, and "lead SBDC" as an SBDC that has received a grant from the Small Business Administration (SBA). 2) Requiring the SBA to establish a cyber counseling certification program, or approve an existing one, to certify SBDC employees to provide cyber planning assistance to small businesses. 3) Ensuring that the number of certified SBDC employees is at least 5 or 10% of the total, whichever is less. 4) Directing the SBA to consider the SBDC Cyber Strategy developed under a previous law. 5) Authorizing the SBA to reimburse lead SBDCs for the costs of certifying their employees, up to $350,000 per fiscal year.
