This bill amends the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 to include principal negotiating objectives of the United States relating to trade in pharmaceutical products. The key provisions include: 1) Ensuring that parties to the agreement eliminate tariffs on covered pharmaceutical products, especially during emergencies; 2) Promoting regulatory streamlining, good practices, and cooperation to facilitate production and approval of such products; 3) Prohibiting export restraints, particularly in emergencies; 4) Allowing subsidies to incentivize manufacturing capacity while avoiding distortions; 5) Ensuring reciprocal access to government procurement and designating countries for the Trade Agreements Act; 6) Facilitating access to supply chain services; and 7) Improving transparency and emergency preparedness in the pharmaceutical supply chain. The bill also reauthorizes the Trade Agreements Authority until 2026.
