This bill requires certain transportation projects with an estimated total cost of more than $750 million and receiving federal assistance to conduct a "value-for-money analysis" during the planning and project development process. This analysis must evaluate the life-cycle cost, project delivery schedule, costs of public versus private financing, key assumptions, risk premiums, user fee revenue, and other relevant information. The entity carrying out the project must publish the results of the analysis online and submit them to the Build America Bureau and the Secretary of Transportation. The Secretary of Transportation, in coordination with the Build America Bureau, must compile the analyses, report to Congress on the use of private financing and the benefits of the value-for-money analysis, and provide guidance on performance benchmarks, risk premiums, and expected rates of return for private financing of these types of projects.
