The bill creates a Domestic Worker Standards Board to investigate industry standards and make recommendations, and provides for grants to support community-based education, outreach, and enforcement of domestic worker rights. The bill also amends the Civil Rights Act to extend protections against discrimination to employers of one or more domestic workers. To support these changes, the bill includes provisions to increase the federal Medicaid assistance percentage for services provided by domestic workers and to study ways to ensure a robust homecare workforce under Medicaid.
