This bill, the Leadership in Global Tech Standards Act of 2021, establishes a program within the Small Business Administration (SBA) to support the participation of small businesses (defined as "covered entities") in the development of voluntary technical standards by global standards organizations. The program will provide competitive grants to cover the reasonable costs of small business employees' participation in meetings and proceedings of these standards development organizations, including attending meetings, contributing expertise and research, proposing new work items, and taking on leadership roles. To receive the grants, small businesses must demonstrate technical expertise in emerging technologies like artificial intelligence and commit to coordinating with the federal government to protect national security interests in the standards-setting process. The SBA Administrator will coordinate with the National Institute of Standards and Technology to assess the technical expertise and standards-setting needs of applicants, and the program will be authorized $1 million per year to carry out these activities.
