This bill, the Guaranteeing Resilient Installations for Defense Act of 2021 or the GRID Act of 2021, directs the Secretary of Defense to carry out a two-year pilot program to implement mitigating actions to address vulnerabilities to critical defense facilities and associated defense critical electric infrastructure. The Secretary will select at least three military installations as critical defense facilities to participate in the program, ensuring representation from each military service and considering factors like electric infrastructure vulnerability and use of rural cooperatives or municipal entities. The bill allows the Secretary to use grant authority and coordinate with other federal agencies to support the mitigating actions. After the pilot program, the Comptroller General will review the effectiveness of the actions and the feasibility of expanding them to other critical defense facilities.
