This bill, the Creating Opportunities in Research for Environmental Justice Act of 2021 (or the CORE Justice Act of 2021), would amend the Internal Revenue Code to provide a tax credit for qualified environmental justice programs conducted by eligible educational institutions. These programs must be designed to address or improve data about qualified environmental stressors, such as toxic pollutants or high rates of asthma, with the primary goal of improving the health and economic outcomes of individuals living in low-income areas or areas at risk of experiencing multiple environmental stressors. The Secretary would allocate credit amounts to eligible institutions based on criteria like the participation of faculty and students from minority-serving institutions and the expected impact on communities affected by environmental justice issues. The total amount of credits that can be allocated is limited to $1 billion per year from 2022 to 2026.
