This bill, the "EMBRACE Stormwater Management Act" or the "Enhancing Military Base Resilience And Conserving Ecosystems through Stormwater Management Act," amends Title 10 of the United States Code to establish a Department of Defense (DoD) program to carry out stormwater management projects on or related to military installations. The purpose of these projects is to improve the resilience of military installations and defense access roads, as well as protect nearby waterways and stormwater-stressed ecosystems. The Secretary concerned (the Secretary of a military department or the Secretary of Defense) must prioritize projects that involve retrofitting buildings, grounds, and defense access roads to reduce stormwater runoff. The bill also requires the Secretary concerned to coordinate these stormwater management projects with any related projects on the same military installation. Finally, the bill mandates an annual report to Congress on the status of planned and active stormwater management projects, as well as completed projects from the previous fiscal year.
