This bill amends Title 46 (Legislature) of the Pennsylvania Consolidated Statutes to provide for demographic impact statements in the consideration of legislation relating to crimes, offenses, and sentencing. The bill authorizes the Pennsylvania Commission on Sentencing to complete a demographic impact statement, upon request by a member of the General Assembly, for any bill or amendment proposing changes to the state's sentencing laws or criminal code. The demographic impact statement must estimate how the proposed legislation would change the demographic composition of the criminal offender population and juvenile court system, and include the methodologies and assumptions used in the estimate, as well as an estimate of the demographic composition of affected crime victims. The bill also outlines the process for considering bills and amendments with requested demographic impact statements.
