This bill, the Saving Money and Accelerating Repairs Through Leasing Act (or SMART Leasing Act), authorizes the Administrator of the General Services Administration (GSA) to establish an enhanced use lease pilot program. Under this program, federal agencies can lease underutilized non-excess real property and related personal property to any person or entity, including other government agencies, at fair market value. The monetary consideration received from these leases can be used by the GSA to cover its costs and by the leasing federal agency for maintenance, capital revitalization, and improvements of the leased property. The bill places certain restrictions on the leases, such as a limit of 6 leases per fiscal year and a maximum lease term of 15 years. The GSA is required to submit annual and final reports to Congress on the pilot program.
