This bill, the Spectrum Innovation Act of 2021, aims to make available additional frequencies in the 3.1-3.45 GHz band for non-Federal use, shared Federal and non-Federal use, or a combination thereof. It provides $50 million in funding to Federal entities with operations in the covered band to carry out activities to make the entire band available for non-Federal or shared use. The bill requires the Secretary of Commerce, in consultation with other federal agencies, to identify at least 200 MHz of frequencies in the covered band for inclusion in a competitive bidding system (auction) to be conducted by the Federal Communications Commission (FCC) within 7 years. The bill also directs the FCC to adopt rules to authorize the use of additional spectrum in the covered band for non-Federal or shared use within 4 years.
