This bill aims to improve access to home dialysis for certain hemodialysis and peritoneal dialysis patients. It proposes to amend the Social Security Act to provide Medicare coverage for "staff-assisted home dialysis," where trained professionals assist patients who are unable to self-dialyze due to illness, injury, caregiver issues, or other temporary circumstances. The bill also requires dialysis facilities to educate patients about the opportunity to receive staff-assisted home dialysis and provide training for patients and their care partners to perform home dialysis independently. Additionally, the bill directs the Secretary of Health and Human Services to establish a prospective payment system for qualified providers of staff-assisted home dialysis and to study racial disparities in the utilization of home dialysis. It also requires the Secretary to convene a patient panel to create a decision tool for dialysis patients to choose the modality that best suits them and to develop a patient quality of life metric for all dialysis patients.
