This bill creates a new act to regulate the use of minors as law enforcement participants and informants. It requires law enforcement agencies to obtain written consent from the parent or legal guardian of a minor before using them as a participant or informant, unless the minor is emancipated. If a law enforcement agency uses a minor without obtaining the required consent, the parent or legal guardian can obtain a court order prohibiting the agency from using the minor and requiring the agency to pay the parent or guardian's actual costs, attorney fees, and additional damages between $500 and $1,000.
