This bill aims to establish a new section in Chapter 3 of the General Laws that would make it a criminal offense to harass or intimidate a witness or potential witness who is set to appear before the Massachusetts state legislature, or a family member of such a witness, with the intent to interfere with or retaliate against their participation in a legislative inquiry. The bill defines "harass" or "intimidate" to include acts conducted by mail, telephone, telecommunications, or electronic communication devices that would cause a reasonable person to suffer substantial emotional distress. Violators would be subject to imprisonment in the state prison or house of correction, and/or a fine.
