This bill establishes a pilot program in Suffolk County, Massachusetts to further voting access for incarcerated persons. The key provisions include: requiring the Secretary of the Commonwealth to distribute voter information and train election officials on the rights and processes for incarcerated voters; mandating correctional facilities to develop policies and procedures to facilitate voter registration, ballot distribution and return, and tracking voter complaints and requests; requiring regular reporting on incarcerated voter participation; allowing incarcerated persons to use their correctional facility address for voter registration purposes; and requiring the Secretary to provide secure ballot drop boxes at correctional facilities for early voting. The bill is set to take effect immediately and Section 1 is repealed after 5 years.
