This bill establishes the Virgin Islands visa waiver program, which allows certain nonimmigrant visitors from eligible countries to enter the Virgin Islands of the United States without a visa for up to 45 days. The bill amends the Immigration and Nationality Act to add the Virgin Islands to the existing Guam and Northern Mariana Islands visa waiver program, and requires the Secretary of Homeland Security to consult with other government agencies and promulgate regulations to implement the new program. The bill also allows the Secretary to suspend the program for certain countries if they pose a risk, and allows the Governor of the Virgin Islands to request the addition of countries to the eligible list.
