Bill Summary

A BILL To direct the Under Secretary for Management of the De- partment of Homeland Security to assess contracts for covered services performed by contractor personnel along the borders of the United States, and for other purposes.

AI Summary

This bill, the Department of Homeland Security Border Support Services Contracts Review Act, directs the Under Secretary for Management of the Department of Homeland Security (DHS) to assess active contracts for "covered services" (any service, including related to border security, provided by a contractor to be used by DHS along the U.S. land border with Mexico) awarded on or before September 30, 2021, with a total contract value of $50 million or more. The assessment would evaluate the criteria used to determine the need for contractor personnel, the purpose and location of contractor personnel, the benefits and efficiency of contractor personnel compared to DHS employees, and opportunities to improve the procurement and delivery of these contracted services. The bill also requires the Under Secretary to develop an implementation plan based on the assessment's recommendations and provide regular status updates to the appropriate congressional committees.
