This bill: Requires the Secretary of Homeland Security to submit a report on grants and contracts awarded without full and open competition, for review by the Inspector General. Requires the Chief Financial Officer of the Department of Homeland Security to submit monthly budget and staffing reports. Requires the Department of Homeland Security to link award fees for contracts to successful acquisition outcomes. Imposes restrictions on the use of certain Department of Treasury forfeiture funds. Requires all official costs for government aircraft use by Department of Homeland Security officials to be paid from the Office of the Secretary budget. Provides appropriations and sets other requirements for U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Transportation Security Administration, the Coast Guard, the United States Secret Service, the Cybersecurity and Infrastructure Security Agency, the Federal Emergency Management Agency, U.S. Citizenship and Immigration Services, the Federal Law Enforcement Training Centers, the Science and Technology Directorate, and the Countering Weapons of Mass Destruction Office.
