This bill, the Barry Goldwater Scholarship and Excellence in Education Modernization Act, makes several amendments to the existing Barry Goldwater Scholarship and Excellence in Education Act. It clarifies the definition of "State" to include additional U.S. territories and allows residents of states, in addition to U.S. nationals, to be eligible for the scholarships and fellowships. The bill expands the program to offer research internships, particularly for students attending community colleges, in addition to scholarships and fellowships focused on the natural sciences, engineering, and mathematics. It also allows the Foundation to invest up to 40% of its funds in securities beyond just U.S. public debt, with Board approval, and increases the administrative flexibility for the Foundation, including the ability to expend funds on professional development and fundraising activities.
