This bill: Allows the Internal Revenue Service to transfer up to 4% of its Enforcement appropriation and up to 5% of its other appropriations with advance approval from congressional appropriations committees. Requires the IRS to maintain an employee training program on taxpayer rights, dealing courteously with taxpayers, cross-cultural relations, ethics, and the impartial application of tax law. Directs the IRS to institute policies and procedures to safeguard taxpayer information and protect against identity theft, and to provide sufficient 1-800 helpline service for taxpayers. Prohibits the IRS from targeting individuals or groups for their exercise of First Amendment rights or based on their ideological beliefs. Places restrictions on IRS conferences and employee bonuses and hiring. Provides appropriations and authorities for the Department of the Treasury, Executive Office of the President, Judiciary, District of Columbia, and various independent agencies. Includes numerous general provisions governing federal agency operations, financial management, and procurement.
