This bill aims to promote peace and democracy in Ethiopia by: 1. Providing diplomatic, development, and legal support to help achieve a sustainable peace agreement and a credible, inclusive political process to unify the country. 2. Advancing the human, civil, and political rights of all Ethiopians, regardless of ethnicity, religion, gender, or geographic area. 3. Countering malign foreign influence and disinformation that is exacerbating the civil conflict and intercommunal violence. The bill authorizes sanctions on foreign individuals who undermine efforts to negotiate a settlement to end the conflict, contribute to its escalation, or impede humanitarian assistance. It also restricts certain security and development assistance to Ethiopia until specific conditions related to ceasing hostilities, implementing measures to ensure human rights, and cooperating with investigations of atrocities are met.
