The mission of the New Jersey Black Cultural and Heritage Initiative Foundation is to broaden, deepen and diversify Statewide participation in and appreciation for Black arts, history and culture. The foundation is a partnership of organizations and institutions that strive to increase awareness of and appreciation for the cultural contributions of Black Americans, expand participation in Black cultural and heritage programming, and invest in future generations of Black artists and historians. The purpose of this bill, which makes changes to the funding and organization of the foundation, is to provide the foundation with the resources and opportunity necessary to execute the foundation's mission. This bill reduces the total number of members on the board of trustees from 25 to 17 by decreasing the number of public members from 19 to 10. In addition to the Secretary of State or the Secretary of State's designee and the appointees and public members already composing the board of trustees, this bill adds the Governor or the Governor's designee. The bill also necessitates that the board of trustees employ an executive director of the foundation within the limits of the foundation's available funds. The executive director of the foundation is required to submit an annual funding request outlining the foundation's proposed budget for the upcoming fiscal year to the Governor and the Office of Management and Budget in the Department of the Treasury. The bill establishes an annual appropriation of no less than $500,000 to the foundation for the operation of the foundation. The foundation shall pay all expenses from funds raised by, or appropriated to, the foundation.
