This bill, the IRS Improper Payments Act, aims to reduce improper payments and eliminate waste in federal programs. It does this by: 1) Identifying "high-priority programs" with the highest dollar value or majority of government-wide improper payments, and establishing annual targets for reducing improper payments in those programs. 2) Requiring the publication of information about improper payments in high-priority programs, including the names of accountable officials, rates and amounts of improper payments and recoveries, and the entities that have received the greatest amount of unreturned improper payments. 3) Establishing a working group to recommend ways to improve the measurement of access to federal programs by their intended beneficiaries. 4) Requiring agencies to designate accountable officials for meeting improper payment reduction targets without unduly burdening program access and participation. 5) Directing the Federal Acquisition Regulatory Council to recommend actions to enhance contractor accountability for improper payments. 6) Establishing working groups to improve the effectiveness of audits of state/local governments and nonprofits that receive federal funds, as well as to improve incentives and accountability for reducing improper payments at the state/local level. 7) Requiring the development of policy recommendations, including potential legislative proposals, to further reduce improper payments across federal programs.
