This bill amends Title 27 (Environmental Resources) of the Pennsylvania Consolidated Statutes to provide requirements for the decommissioning of alternative energy facilities, such as solar and wind energy facilities. The key provisions include: - Requiring grantees (owners) of alternative energy facilities to decommission their facilities no later than 18 months after the facility has ceased producing electricity, with some exceptions. - Establishing financial assurance requirements, where grantees must provide a decommissioning plan and proof of financial assurance (such as a bond, escrow account, or irrevocable letter of credit) to the county recorder of deeds at various stages of the facility's lifespan. - Specifying the contents of the decommissioning plan, including the removal of equipment and restoration of the property. - Preempting local ordinances and regulations that materially impede the purposes of this chapter. - Applying the chapter to grantees with alternative energy facilities on certain types of agricultural land or facilities larger than 10 acres, while excluding smaller facilities and customer-generators.
