This Joint Resolution proposes an amendment to the U.S. Constitution to limit the number of terms individuals can serve in Congress. Specifically, it would prevent anyone from being elected to the House of Representatives after serving three terms, with a term counted if a vacancy is filled for more than one year. Similarly, it would prohibit individuals from being elected or appointed to the Senate after serving two terms, with a term counted if a vacancy is filled for more than three years. Importantly, this amendment would not affect anyone already serving as a Member of Congress at the time the amendment is ratified.
