Authorizes citrus producers to use written recommendations from certified professionals to tailor their recommended nutrient application rates, rather than relying solely on the standard rates published by the University of Florida. This is intended to help citrus producers continue production in the face of challenges like citrus greening, freezes, and supply chain issues. 3. Directs the University of Florida Institute of Food and Agricultural Sciences to analyze the use of site-specific nutrient management for crops other than citrus, develop a research plan and recommendations, and submit annual reports to the state government. 4. Provides a presumption of compliance with state water quality standards for citrus producers who implement site-specific nutrient management in accordance with the bill's provisions. 5. Extends the expiration dates for various provisions related to the regulation of nitrogen and phosphorus fertilizers in Florida.
