Bill Summary

A BILL To provide for the development and issuance of a plan to increase oil and gas production on Federal land in con- junction with a drawdown of petroleum reserves from the Strategic Petroleum Reserve.

AI Summary

This bill, the Strategic Production Response Act (SPR Act), would require the Secretary of the Interior to develop and issue a plan to increase oil and gas production on federal lands before the Secretary can execute a drawdown from the Strategic Petroleum Reserve, except in the case of a severe energy supply interruption or as otherwise mandated by Congress. The plan must include proposed actions to increase production beyond what is already scheduled, and the Secretary of the Interior must consult with other relevant federal agencies in developing the plan. The Secretary of the Interior would also be required to submit the plan to Congress within 60 days of executing a drawdown from the Strategic Petroleum Reserve.
