This bill amends the Pennsylvania Construction Code Act to add a new chapter that requires municipalities to obtain information from applicants seeking building permits about the potential impact on endangered or threatened species. The bill requires the Pennsylvania Fish and Boat Commission, the Pennsylvania Game Commission, and the Department of Conservation and Natural Resources to review the information and determine whether the proposed construction would have a negative effect on endangered or threatened species. If a negative effect is found, the municipality cannot issue a building permit until the applicant mitigates or eliminates the negative effect. The bill also appropriates $20 million to these entities to recruit and train staff to administer these new requirements.
