This bill repeals and replaces section 290.590 of the Missouri Revised Statutes, which relates to labor organizations. The new section 290.592 prohibits employers from requiring employees to join or pay dues to a labor organization as a condition of employment. It also makes any agreements between employers and labor organizations that violate employees' rights under this law null and void. The bill includes penalties for violations and allows individuals to seek injunctive relief and damages. The new provisions do not apply to employers and employees covered by the federal Railway Labor Act, federal employers and employees, employers and employees on exclusive federal enclaves, or where the law conflicts with or is preempted by federal law. It also does not apply to agreements made before the effective date of the bill, but will apply upon renewal, extension, amendment, or modification of such agreements.
