This bill amends existing law to allow a person to operate a motor vehicle with a license plate frame or identification marker holder that conceals or obscures part of the markings on the vehicle's registration plate, as long as the marking or insert can still be reasonably identified or discerned. The bill also changes references from the "division" to the "commission" and updates terminology related to the state agency responsible for vehicle registration. The bill will take effect on the first day of the second month following its enactment.
