AI Summary
This bill amends South Carolina's law enforcement training and criminal justice academy regulations to require all law enforcement agencies to develop a use of force policy. The state's Law Enforcement Training Council will create a model use of force policy that agencies can adopt, or they can develop their own policy subject to the Council's approval. The bill mandates use of force training at the Criminal Justice Academy and states that officers in departments without an approved use of force policy will not be entitled to qualified immunity, which protects government officials from liability for certain actions taken in the course of their duties.
