The State Capitol Joint Management Commission was created to maintain the House Complex, consisting of the State House and the State House Annex. The complex is home to the New Jersey Legislature and all its members and employees. Executive officials, because of the COVID-19 pandemic and ongoing construction to the State House, have not utilized the House Complex to the same extent as the Legislature. In order to more appropriately balance decision-making authority regarding management and maintenance of the House Complex, this bill changes the composition of the commission. This bill increases the legislative representation in the commission, with two members each being appointed by the President of the Senate, the Speaker of the General Assembly, the Minority Leader of the Senate, and the Minority Leader of the General Assembly. Additionally, the executive members of the commission, the Director of the Division of Budget and Accounting, the General Services Administrator and two members appointed by the Governor, will become non-voting members of the commission.
