Clarify that contribution limits under the Act apply to both candidate committees and recall committees. 3. Require any excess contributions to a candidate or recall committee to be refunded to the contributor. 4. Provide that upon termination of a recall committee, any unexpended funds must be returned to the original contributors or their next of kin, rather than being allowed to be transferred to other political entities. The bill aims to create a distinct process and requirements for handling campaign finance matters related to recall efforts, separate from regular candidate campaigns.
