This bill makes several changes to Florida's laws related to mental health and substance abuse: It authorizes emergency contact information to be released to law enforcement agencies and receiving facilities for the purpose of informing a patient's emergency contacts of the patient's whereabouts. It revises the conditions under which a patient's communication with persons outside a receiving facility can be restricted, and requires receiving facilities to notify specified emergency contacts of individuals being involuntarily held for examination. The bill also requires receiving facilities to document that they have provided individuals admitted on a voluntary basis the option to authorize the release of information from their clinical record to emergency contacts. Additionally, it requires law enforcement officers' reports when delivering a person to a receiving facility to contain the person's emergency contact information. The bill makes other changes related to discharge planning, the Commission on Mental Health and Substance Abuse, and Medicaid enrollment for certain individuals receiving mental health or substance abuse treatment.
