The President can waive the application of this policy on a case-by-case basis if it substantially promotes the delivery of humanitarian assistance to the civilian population of Burma or is otherwise in the national interest of the U.S. The bill includes a sunset provision that repeals this policy either when the President certifies that certain conditions are met or after 10 years from the date of enactment.
