This bill establishes the United States policy on Burma (also known as Myanmar) at the International Monetary Fund (IMF), the World Bank Group, and the Asian Development Bank. The bill expresses the sense of Congress that the U.S. should not support the recognition or dealings with the State Administration Council, or any successor entity controlled by the Burmese military, for the purpose of providing loans or financial assistance by these institutions, except for humanitarian assistance channeled through an implementing agency not controlled by the Burmese military. The bill requires the U.S. Secretary of the Treasury to instruct the U.S. Executive Directors at these institutions to oppose and vote against any loan or financial assistance to Burma through the State Administration Council or any successor entity controlled by the military, with an exception for humanitarian assistance. The bill also requires the Secretary of the Treasury to submit written statements presented by the U.S. Executive Directors on the U.S. policy or position on any strategy, policy, loan, or assistance related to Burma. The President can waive the application of this policy on a case-by-case basis if it substantially promotes the delivery of humanitarian assistance to the civilian population of Burma or is otherwise in the national interest of the U.S. The bill includes a sunset provision that repeals this policy either when the President certifies that certain conditions are met or after 10 years from the date of enactment.
